Assembly staff presented a proposal from Jensen Yarbrough Wall to conduct a comprehensive facility condition survey for the Kodiak high school pool at a cost not to exceed $59,540. The scope includes site visits, coordination with aquatic specialists from Water Technology Incorporated (WTI), structural engineering by PND, and mechanical/electrical engineering by RSA.
Staff explained the study follows prior WTI work in 2023 and aims to identify structural, mechanical and chemical issues observed at the pool, such as rusting and lifted drains, hollow tiles and concerns in the mechanical space. The school district incurs an $18,000 cost each time the pool is drained for inspection, so staff must complete work and restore the pool before Memorial Day; the site inspections are tentatively scheduled for May 19–21 to accommodate that operational constraint.
Members asked about funding. Staff said the $59,540 would come from Repair & Replacement (R&R) funds; one member noted the agenda packet still listed ARPA in the fiscal note and asked staff to correct that to R&R. Staff said they would update the fiscal impact language. The survey is described as the first phase; the consultant team will identify major issues and recommend next steps, which the assembly will consider before authorizing repair work.
