Eaton County moves to expand Lincoln Brick park and authorize seasonal parks hires

Eaton County commissioners authorized two near-term parks actions: sending proposed parks job descriptions to a consultant for pay evaluation and approving application for a Michigan Department of Natural Resources (DNR) Trust Fund acquisition grant to expand Lincoln Brick park.

Job descriptions and staffing. Commissioners approved a motion allowing the controller’s office to submit new parks job descriptions to Municipal Consulting for compensation evaluation (about $600 per description). The positions are seasonal roles paid from the parks millage to expand summer programming capacity and maintenance teams, including a seasonal camp manager and a maintenance seasonal position. Parks staff said the camp manager would allow the department to increase summer-camp capacity (camp tuition is $150 per child per week) and the maintenance role would support multiple work teams across parks slated for improvements. Administration said the positions would be funded by the parks millage, not the general fund.

Lincoln Brick expansion and DNR grant. Commissioners also approved a resolution to apply for a DNR trust fund acquisition grant for roughly 49.9 acres adjacent to Lincoln Brick park. Claudine, representing the administration/controller’s office, said the purchase price in the application is an estimate ($284,000) based on recent comparable sales and assessor data; a required appraisal will refine the final number. The DNR requires a 25% local match; at the $284,000 estimate, the state would provide about $213,000 and the county’s share would be approximately $71,000. The property is currently farmland; the owner has signed a letter of intent and the county plans to complete the appraisal and submit the formal application.

Why it matters. The expansion would connect land the county already owns at Lincoln Brick and advance park master-plan goals, including expanded programming and improved access. Commissioners asked about farmland use, township location (property lies in Oneida Township, not the City of Grand Ledge) and possible future utility coordination; staff said the county had discussed the parcel with adjacent municipalities and DNR grant rules allow limited future municipal uses if appropriate.
