Senate passes immigration-approval rule measure and refers several bills to committees; S44 adopted

The Vermont Senate on March 17, 2025 completed a series of procedural and substantive actions on its calendar.
S 44, "an act relating to requiring legislative approval prior to entering into certain immigration agreements," was read for third and final consideration and passed by voice vote. The presiding officer called for the question; members voting in favor said “aye,” and the presiding officer announced, "The ayes have it and you have passed S 44."
Earlier on the calendar the floor announced that S 56 and S 117, both carrying appropriations under Rule 31, were placed on the notice calendar and referred to the Committee on Appropriations. SR 10, a Senate resolution relating to the disapproval of an executive order, was read for the first time and placed on the calendar for notice. S 121, "an act relating to the regulation of kratom products," was given its first reading and referred to the Committee on Health and Welfare. H 96, a House bill "relating to increasing the monetary thresholds for certificates of need," was read for first time and referred to the Committee on Health and Welfare; the transcript notes it passed the House on Feb. 26, 2025.
The Senate also passed over S 45 (an act related to protection from nuisance suits) and took a brief recess so staff could distribute information.
The session concluded after the floor advanced JRS 15 (a joint resolution supporting transgender and nonbinary Vermonters) to third reading and senators announced committee meeting times before adjourning until 9:30 a.m. Tuesday, March 18.
