Senator Sarah McEwen presented Senate File 12-46, which amends Minnesota statute chapter 383C (a county-specific chapter covering St. Louis County), to remove a numerical restriction on deputy administrator appointments and to repeal outdated and county-specific provisions. The committee adopted an author’s amendment and set the bill as amended.
McEwen said the bill "amends chapter 383c... that only applies to Saint Louis County" and does not affect other local units of government. Jim Gottschalk, deputy county administrator for St. Louis County, testified in support and explained the county’s practical reasons for the changes, including the need to match appointment terms to external boards that have varying term lengths and removing an obsolete historical provision.
"As the senator referenced, Saint Louis County has a statute that was written specifically for the county," Gottschalk said. He described approximately 1,900 county employees and that roughly 98% participate in classified service; the proposed changes would affect the small unclassified service and give the county board broader flexibility when appointing deputies to meet operational needs. Committee members recorded no opposition in the transcript; the author’s A1 amendment was adopted and the bill was set as amended.
