County officials explained the relocation is required when the state designs a bridge replacement that conflicts with on-site utilities; if a utility must be moved to allow the highway work, the utility owner typically bears some or all of the relocation costs unless state aid or other arrangements apply. The approved payment will allow the bridge project to proceed without delay.
