Lincoln County approves standby debris monitoring and removal contracts

The Lincoln County Board of Commissioners voted to award standby contracts for post-storm debris services at its March 13 meeting.
Staff said the county issued an RFP for debris monitoring and received two responses; the board approved a standby contract with Debris Tech LLC for debris monitoring. As presented, the monitoring contract carries no cost to the county until the county activates it in response to a qualifying event.
The board also awarded a standby debris-removal contract to Sears Environmental, the low and most responsive bidder among six proposals, according to staff. Commissioners said Sears was the same contractor used during the county's recent storm response and noted that Sears is FEMA-approved for debris removal work; the standby contract is intended to allow immediate mobilization if another federally declared event occurs.
Both contracts were described in the meeting as standard contingency agreements that enable the county to move quickly if a tornado or hurricane affects the jurisdiction. The awards were approved on motions and voice votes; staff said the agreements will be used only when activated and will follow federal/state reimbursement rules where applicable.
