Commissioners said the finance director’s role is central to the city’s financial health. Commissioner Knight said, "I believe the director of finance is an extremely important position, and the, either the appointment or removal of the finance director should be 5 votes, same as city manager." The motion to adopt “option 1” passed by a 4–2 margin after discussion about whether the finance director should report to the city manager or be independently appointed and supervised by council.
Supporters of the change cited past problems when the finance office operated without sufficient direct council oversight; opponents warned that putting the post under council control could weaken the city manager form of government. Commissioner Knapp recalled past incidents in which decisions made without council knowledge led to severe budgetary consequences and said council members are capable of overseeing budget decisions but expressed concern about creating dueling chiefs.
The commission debated variants, including council confirmation only (with appointment/recommendation by the manager) and full council appointment, supervision and removal. The adopted wording places confirmation and dismissal of the finance director on the same five‑vote requirement as the city manager. The text of the motion on the record was to accept "option 1" as presented on the screen; the commission did not record individual yes/no votes by name.
The commission scheduled continued review of related charter language (articles 7 and 8) to ensure the change fits consistently with the city manager and department‑head provisions. Staff said any subsequent drafting will be returned to the commission for review.
