Council members report on tech hackathon, SacRT outreach, Habitat builds and local school transfer concerns

Vice Mayor Bridal thanked participants in a recent hackathon held during Folsom Tech Week and said two of the three projects addressed City of Folsom challenges; one project ("CCLICK fixed") will meet with staff, the city manager and the mayor to review findings. Council Member Rohrbach reported she met with Sacramento Regional Transit (SacRT) leadership at the Historic District station, found operations improved from prior impressions and said SacRT officials offered to present to the council on safety, delays and mitigation strategies, likely in late April or early May.
Council Member Leary reported she volunteered with Habitat for Humanity on Percifer Street and described incoming homeowners who must complete 500 hours of work on their homes; she said eight of the ten homeowners are women employed in Folsom and encouraged community volunteers to sign up for future builds.
Leary also raised a substantive policy concern: the Folsom Cordova Unified School District recently held a study session on capacity and has decided to eliminate inter‑district transfers to Folsom High School. She said the district’s decision will remove a long-standing transfer exception for a small section of the American River Canyon that currently attends Folsom Cordova schools under a standing agreement with San Juan Unified. Leary said Assemblyman Hoover is pursuing legislation that could allow annexation of that area into Folsom Cordova; if state legislation does not move forward, Leary said the city could pursue a territory transfer through the California Department of Education. She proposed the city host a meeting for affected residents with the school district to explain the change and confirm whether residents want to pursue annexation or a territory transfer.
Council members did not take formal action at the meeting on these items; Leary asked for a future meeting to inform affected residents and involve the school district and other elected officials as appropriate.
