The Texas Commission on Environmental Quality(TCEQ) described the agency's new permitting framework for oil-and-gas discharges to surface waters after the Legislature transferred state responsibility under House Bill 2771.
TCEQ permit writer Nikkita (Nikki) said the agency obtained authorization from the U.S. Environmental Protection Agency (EPA) in January 2021 via a revised memorandum of agreement and has developed state general permits to replace several prior NPDES and Railroad Commission authorizations. "TXG-310000 replaces EPA's general permits TXG-260000 and TXG-330000," Nikki said, and TCEQ issued the permit on Jan. 10, 2024.
