Authority approves routine reappointments, invoice payments and one-time $13,860 grant to City of Chester

The Foundation for Delaware County on Jan. 15 voted to reappoint counsel and its auditor, renew a website-services contract, approve the January treasurer—s report and several vendor invoices, and approved a one-time special grant of $13,860 to the City of Chester for a public-government app, subject to county council approval.

Board members approved reappointing Daley Law Firm as the authority—s solicitor and voted to reappoint Barbara Kane Thornton as the authority—s auditor. The board also voted to renew the contract for web services with Course Vector and to accept the January 2025 treasurer—s report, which the board said was prepared in conjunction with Brinker Simpson.

According to the treasurer—s report presented at the meeting, the authority reported total expenditures of $150,190.30 for the period noted, interest income of $919.16 and net revenue of $149,192.14. The report listed a beginning balance of $721,080.35 and a registered balance of $537,388.21 as of Dec. 30, 2024.

In a separate motion, the board approved payment of multiple vendor invoices that were distributed by email to members prior to the meeting. The minutes record motions to approve an invoice to Majaine Technologies and to Brinker Simpson, and to pay a fourth-quarter invoice to Daley Law Firm and an invoice to Spirit Media Group Incorporated for meeting-publishing services; the transcript does not record itemized dollar amounts for all of those invoices in a consistent form. The board voted to carry those motions.

On new business, the board approved a motion to award a one-time special grant of $13,860 to the City of Chester to support a public government mobile application; the motion and vote were recorded as being subject to county council approval. Solicitor—s and administrative items included authorization for the solicitor to draft a document-retention policy and to prepare a conditional grant agreement language to integrate with the application process. The board was also reminded that the state statement-of-financial-interest filing is due by April 30 and that the filing covers calendar-year 2024 information.

The chair closed the meeting after standard procedural motions and invitations for public comment; no public commenters spoke during the public-comment period.
