The vote finalizes the subdivision layout for the project area commonly described in staff materials as the Refuge development, which staff and the developer said is designed to drain to the north and includes on-site retention sized to capture a 500-year storm. Carlos Flores, principal planner for the City of Palm Desert, told the council that a final map is a ministerial act under the State Subdivision Map Act and the city’s municipal code and “must be approved if it’s found to be in substantial conformance with the approved tentative map.”
Neighbors who live along the project’s south and east edges urged the council to withhold approval, saying actual grading on the site departs from plans shown during earlier community meetings and that recently installed benches and temporary slopes have made the fill higher and closer to their back yards. Linda Candler, a resident at 7404 Ocean Oak Circle, told the council, “I just request that you do not consider what is being submitted now in substantial compliance because the slope doesn't match the grading plan.”
