Staff summarized prior hearings and said the revised design lowered the primary roof and pushed the upper-level massing back from the front setback. The applicant said plate heights were reduced, the building pad was lowered as much as feasible to preserve stormwater gravity flow, and front decks were pulled back to reduce apparent mass. The applicant also eliminated several decks and provided additional articulation to address earlier board concerns.
Board members appreciated the applicant—s revisions and discussed plantings in the front yard. During discussion the board agreed to a condition requiring the applicant to swap positions of a strawberry tree and an olive and to install a dwarf strawberry tree at the driveway capped at 8 feet; the olive tree was to be maintained between 8 and 10 feet above grade. The motion adopting resolution 24-0484 and the coastal development permit included those landscaping conditions. The board recorded a unanimous vote to approve the project.
