The Kenai Airport Commission on March 13 recommended that the City Manager enter into an airline operating agreement and terminal-area lease with Aleutian Airways.
Staff reported Aleutian Airways plans to occupy terminal space starting in May and begin scheduled operations in June. Staff also reminded commissioners that Airport Improvement Program (AIP) grant assurances require non-discrimination among aeronautical users, prohibit exclusive rights, and obligate the airport to maintain a fair fee-and-rental structure and pursue self-sufficiency where feasible.
Commissioners asked whether Aleutian intended a seasonal operation or year-round service. Staff said Aleutian plans a seasonal start through September and indicated the carrier hopes to move to year-round operations in future contract discussions.
The commission recommended the agreement to the council by unanimous consent with no recorded objections; staff did not record a roll-call vote at the commission level.
