Motion to re-vote planning commission chair and vice chair fails after extended debate

The Hooper City Planning Commission considered whether to re‑vote the body’s chair and vice chair after the commission expanded from five to seven members. Commissioners debated for more than an hour before a motion to re‑vote at the next meeting failed.

Proponents of a re‑vote argued the two additional members appointed in January had not had the opportunity to participate in the chair selection and that giving all seven members a voice would be more inclusive. Commissioners who opposed the re‑vote said the earlier vote was taken legally with a quorum of members present and that repeated re‑voting could create instability and an ongoing precedent for reversing valid outcomes.

Commissioners and staff discussed the practical responsibilities of the chair, including recent legislative changes that place the chair on the technical review committee (TRC). Staff said the TRC role may require a clearer understanding of city ordinances and application review processes, and some commissioners argued experience in the position matters for those duties.

The motion to re‑vote the chair and vice chair at the next planning commission meeting was made by Commissioner Prince, seconded by Commissioner Greener. Commissioners verbally recorded Aye and Nay responses; the transcript records confusion immediately after the roll call and later clarifies the motion did not pass.

Several commissioners suggested revising written policies and procedures to clarify timing and process for officer elections going forward.
