Kaysville planning commissioners approve conditional use permit for electronic message sign at Barnes Park

KAYSVILLE, Utah — The Kaysville City Planning Commission on March 13 approved a conditional use permit to install an illuminated electronic message center (EMC) sign at Barnes Memorial Park.
The commission’s action clears the parks and recreation department’s request to replace a demolished static sign at the southeast corner of Barnes Park, near the intersection of 200 North and Cage Drive. Staff told the commission the proposed sign is “identical to the one out here on Main Street in front of City Hall,” and that it meets the city’s EMC standards and other requirements for the public use zone. “This particular sign has already gone to council through the architectural review committee,” a staff member said during the presentation.
Why it matters: the sign will be illuminated on both sides to serve east- and westbound traffic on 200 North, and staff said it will be similar in size and monument-style appearance to the previous park sign. The parks department also said the sign installation was funded in part by the RAMP program; RAMP will be acknowledged in the sign’s surrounding landscape area, staff said.
Details: Parks and recreation director Cole Stevens said the EMC portion will be the same manufacturer as the City Hall sign and confirmed the sign will be illuminated on both sides. Staff said a single phone call was received asking what the notification sign was for; after explanation, the caller had no concerns. Staff also noted that Barnes Memorial Park is named in memory of Reuben and Emily Barnes and that additional interpretive signage is planned for the 45-acre park.
The commission’s motion to approve the conditional use permit passed by voice vote after a brief discussion. Commissioner Toller was named during the roll call portion of the vote and recorded an affirmative vote; the record does not include a numerical roll-call tally.
