Council committee forwards Todd Wilson nomination as public works director after hearing his infrastructure and recycling plans

Todd Wilson, the mayor’s nominee to lead the Department of Public Works, told the Public Works Committee on March 13 that his top priorities if confirmed include delivering a five‑year capital infrastructure program, strengthening the department’s relationship with its unionized workforce and preparing for universal curbside recycling.

Wilson addressed the committee during his confirmation hearing and described the capital program as “a once in a generation investment for our city,” saying the plan covers five years and a roughly $1,000,000,000 scope of work. He said DPW must “be more disciplined, more efficient, more strategic” amid rising construction costs and that the department will seek funding from the Indianapolis Metropolitan Planning Organization, state resources and local philanthropic partners.

The nomination hearing included discussion of waste management. Wilson said the city is building a new solid‑waste garage and that the Board of Public Works approved a collections contract with Lakeshore Recycling Systems the day before the meeting. He also told the committee the city plans to introduce universal curbside recycling in 2028 and said the change will require public outreach and preparation.

Councilor Kristen Jones, chair of the Public Works Committee, presided over the hearing. Councilor Jessica McCormack spoke in support of Wilson and asked to be added as a cosponsor of the nomination. Steve Quick, president of AFSCME Local 725, addressed the committee and said the union supports Wilson, adding that the nominee “listens” and has a good working relationship with members.

After questions and public comment, Councilor Jessica McCormack moved to send proposal 89‑20‑25 (the mayor’s appointment of Todd Wilson as director of the Department of Public Works) to the full council with a do‑pass recommendation. The motion was seconded and the committee approved the recommendation by voice vote; the committee record states the motion carried and the nomination will be considered by the full council on April 7.

Wilson emphasized workforce issues during his remarks, noting challenges recruiting and retaining fleet mechanics and saying DPW will prioritize collaboration with AFSCME Local 725. He also outlined operational goals including clearer communication with the council and residents, improved asset management and efforts to reduce project delays and cost overruns.

The committee’s recommendation does not itself confirm Wilson; the full City‑County Council will vote on the nomination on the date set by the council.
