Salt Lake County Council approves consent agenda, budget adjustments and two interlocal amendments

The Salt Lake County Council approved a series of consent items, incentive plans, budget adjustments and two interlocal-agreement amendments during its March 11 meeting.

Councilmember Raj Shaw moved to approve the consent agenda (items 4.1 through 7.2), and the motion passed by voice vote with no recorded opposition.

Key approvals and recognitions included:

- Four incentive plans of $3,000 each in the Salt Lake County District Attorney’s Office to recognize additional duties for four legal investigators, including OICI coordination, firearms/armorer responsibilities, executive protection scheduling and special investigations (consent item reported in hire/incentive summary).

- One health-department incentive plan over $3,000: up to $4,500 for a Human Services fiscal administrator to assist interim fiscal operations in the Health Department before a new fiscal manager is hired (item 8.2). Motion to approve carried by voice vote; motion recorded during the meeting as made by Councilmember Raj Shaw and seconded by Councilmember Amy Winder Newton.

- Flood-control: $4,500 additional funding for the Spencer Palm Tower improvement project to add a dewatering pump during concrete-pad construction because of higher-than-expected water flow in Big Cottonwood Creek (item 8.3). Motion to approve carried by voice vote.

- Recognition of $50,000 one-time funding from Friends of the Children’s Justice Center to assist relocation and remodel of the North Center (item 8.4). Approved by voice vote.

- Parks and Recreation: $175,000 to reroute the Mill Creek Canyon Pipeline Trail at Elbow Fork, including $76,000 in grant funding from the Office of Utah Outdoor Recreation and remainder from Mill Creek Canyon toll revenue approved by the U.S. Forest Service (item 8.5). Approved by voice vote.

- Library: $12,000,000 budget adjustment to purchase a Midvale property for the Library Technical Services building as previously approved by the council (item 8.6). Approved by voice vote.

- Arts and Culture: $176,000 from the Echo’s Theodore capital reserve for carpet replacement at the Theodore, citing construction cost inflation since the project was quoted and approved in 2023 (item 8.7). Approved by voice vote; motion recorded as made by Councilmember Brown and seconded by Councilmember Bradshaw.

The council also opened and closed two public hearings with no public comment and approved the corresponding interlocal amendments: the proposed second amendment to the interlocal cooperation agreement with the Herriman Community Development and Renewal Agency regarding the Herriman Business Center Community Development Area (items 9.1/10.1), and the proposed third amendment to an interlocal cooperation agreement with the Cottonwood Heights Community Development and Renewal Agency for the Canyon Center Community Development Project area (items 9.2/10.2). Motions to open and close the hearings and to approve the amendments passed by voice votes.
