The Coronado Unified School District Board on March 20 adopted a resolution to form a facilities advisory ("7/11") committee to review options for the surplus ECDC site and to solicit applications for committee membership.
Deputy Superintendent Donnie Salamanca told trustees the district consolidated the ECDC campus onto Village Main in February 2020 and subsequently leased the surplus site to the U.S. Navy under a five‑year agreement. A statutory exemption in 2020 permitted districts to forgo a 7/11 committee when a surplus facility was used for childcare or student housing; that exemption has since sunset and the Navy’s initial five‑year lease is ending. Salamanca said the district receives just under $700,000 annually in lease revenue from the Navy and uses that revenue to service debt taken out in 2020 tied to the property.
Salamanca said the advisory committee will be established for a one‑year term and is expected to recommend continuation of the site’s current use; staff expects to present recommended committee members to the board in April and to return with a disposition recommendation in May or June. The district emphasized the committee is advisory; ultimate disposition decisions rest with the board.
Trustees approved the resolution 5–0. Salamanca said if lease negotiations proceed, staff hopes for a seamless transition in July should the board approve a lease extension. He said the committee’s work will be time‑limited with board consideration of a formal recommendation expected in May or June 2025.
