Design review board approves revised La Brea Street project with landscape conditions

The Laguna Beach Design Review Board on March 13 approved design review 24-0484 and an associated coastal development permit for a new single-family structure (unit B) and an addition to an existing unit (unit A) at 232 La Brea Street, subject to a landscaping condition.
Staff noted the project had been previously heard in 2024 with concerns about mass and scale, articulation, neighborhood compatibility, access and privacy. The applicant responded by lowering primary roof heights roughly 12 inches, pushing the upper-level great room back by about 6 feet, removing several decks and changing the proposed front balcony to a Juliet-style treatment. The applicant said plates were minimized where feasible to preserve stormwater gravity flow.
Several board members said the applicant addressed earlier concerns and the revised design balanced design-review criteria and neighborhood context. During discussion of landscape refinement, the board required swapping the locations of a strawberry tree and an olive tree in the front yard, replacing the strawberry tree with a dwarf variety and limiting the strawberry tree’s height to 8 feet and the olive tree to 8–10 feet from grade. The motion carrying those conditions—recorded in the resolution (cited in the hearing as 24-0484)—passed by roll call. Staff will record the revised landscape plan and tree-height requirements in the permit package.
