Sheridan County put a planned parking-lot resurfacing project on hold after the contractor reported the site measurements differ from the estimate used to calculate the bid, County staff said at the Aug. 12 meeting.
Cameron Duff told the commission that the contractor, Simon, said the area Simon was asked to resurface is "twice as much as what they actually bid on." Duff said he instructed the contractor not to proceed until County Engineer Ken Muller reviews the work and provides an accurate recommendation. "I told them not to work on the project," Duff said.
Duff said he learned a "valuable lesson about assumptions" and asked Muller to take over the project as county engineer. Duff said the county may need to rebid the project depending on Muller’s review. The meeting record does not state a deadline for Muller’s review or whether the county will formally terminate or renegotiate the contract; Duff said he did not want to unilaterally double the contract cost without consulting the commission.
The transcript includes a comment that an inaccurate square footage could affect the contract's validity, but no formal legal opinion or vote was recorded at the meeting. County staff indicated they will present a recommendation after Muller completes his review.
Ending: County Engineer Ken Muller will review the resurfacing measurement and cost estimate; the county has paused contractor work pending that review and possible rebidding.
