Sarah (staff planner) summarized the proposal, saying the application replaces horizontal wood siding with an all-gray stucco finish, reroofs with composition shingle and replaces the garage door with a brushed stainless steel garage door. "Overall, staff recommends that the board adopt the attached resolution," she told the board, and asked members to deliberate on design articulation, neighborhood compatibility, and lighting and glare.
The applicant revised plans after staff received noise concerns about an originally proposed third-level deck-mounted air conditioning unit; the AC unit was relocated to a ground-mounted position. Board members and the applicant agreed the revised plan addressed staff concerns. Board member (Warren) said he supported removing the AC from the plans entirely for design-review purposes and did not see a glare problem with the brushed stainless garage door.
Board member remarks focused on compatibility with adjacent houses and the architectural articulation on the downhill slope of Summit Drive. Multiple board members said the project met design guidelines. A motion to approve the resolution and design review application, and a finding that the project is exempt from CEQA (citing CEQA Guidelines section 15301), passed by roll call.
Action on the item was unanimous; the approved resolution and conditions will be recorded in the project file and incorporated into the building permit review.
