The report estimates a loss of groundwater in storage in 2024 of approximately 9,194 acre‑feet (estimated using the modified Hicks and polygon method described in the report). The cumulative five‑year storage loss was presented as 67,553 acre‑feet. Annual groundwater extraction for 2024 was estimated at 20,840 acre‑feet. Staff noted that production in 2024 was about 2.7 times the basin’s estimated sustainable yield (reported in the meeting as 7,650 acre‑feet).
Heather said sustainable management criteria had been established at representative monitoring sites and that no minimum thresholds were exceeded in water year 2024. Staff summarized that hydrographs and monitoring data had been prepared for representative and key wells and those data have been posted to the authority’s data management system.
The annual report also lists 2024 accomplishments tied to the imported water project and mitigation work: completion of 30% design for the imported water project, preparation of a draft biological assessment and draft biological evaluation for sensitive species, continued purchase negotiations for imported water supplies, and preparation of a draft right‑of‑way acquisition plan. Staff reported two approved shallow‑well mitigation applications and work on a shallow well consolidation project funded by the Urban Community Drought Relief grant.
The board recorded the receipt and filing of the annual report and staff said the next submittal step was to submit required materials to the Department of Water Resources by the April 1 deadline for required submittals under SGMA.
