Nevada Senate introduces and refers a package of bills on health, education, guardianship and energy; sponsor updates and withdrawal notice announced

The Nevada Senate conducted first readings and committee referrals for a group of bills covering employer self-insurance, guardianship, mental-health crisis holds, health care, anatomical gifts, the death penalty, school accountability, Medicaid, prescription drug coverage, and tax abatements for renewable energy facilities.

Senators introduced the bills on the floor and, by unanimous consent in each instance, referred them to the committee named by the introducing senator. Highlights include:

- Senate Bill 345, introduced by Senator Daley, revises provisions relating to associations of self-insured employers and was referred to the Commerce and Labor Committee. Senator Daley moved the referral on the floor. - Senate Bill 346, introduced by Senator Scheibel, makes changes relating to guardianship and was referred to the Judiciary Committee. - Senate Bill 347, introduced by Senator Scheibel (with cosponsors Cannizzaro, Dondero Loop, and Pizzina), revises mental-health crisis hold provisions and was referred to Judiciary. - Senate Bill 348, introduced by Senator Pizzina, makes revisions relating to health care and was referred to Health and Human Services. - Senate Bill 349, introduced by Senator Pesina, revises provisions relating to anatomical gifts and was referred to Health and Human Services. - Senate Bill 350, introduced by Senator Orenshaw, revises provisions relating to the death penalty and was referred to Judiciary. - Senate Bill 351, introduced by Senator Buck, revises provisions for the statewide system of accountability for public schools and was referred to the Education Committee. - Senate Bill 352, introduced by Senator Scheibel, revises provisions relating to health care and was referred to Commerce and Labor. - Senate Bill 353, introduced by Senator Dondero Loop, revises Medicaid provisions and was referred to Commerce and Labor. - Senate Bill 354, introduced by Senator Stone (with Senator Orangehall and Senator Scheibel and Assembly Member Edgeworth listed), revises provisions to add prescription drug coverage to health insurance and was referred to Commerce and Labor. - Senate Bill 355, introduced by Senator Orenshaw, addresses partial tax abatements for certain renewable energy facilities and was referred to the Growth and Infrastructure Committee.

Many of the referrals were made by motion from the bill introducer and approved without recorded objection on the floor. Several senators moved to refer bills to the committee named; the clerk and presiding officer then announced "Any objections? Seeing none, so ordered," indicating referral by unanimous consent.

Separately, during motions and notices Senator Cannizzaro gave notice under Senate standing rule 50 that on the next legislative day she would move to withdraw Senate Bill 258 from the Committee on Commerce and Labor. Senate leadership also announced sponsor additions: Senator Winn approved the addition of Senators Buck and Steinbeck as sponsors on Senate Bill 165; Senator Winn approved the addition of Senators Buck and Krasner as sponsors on Senate Bill 316; and Senator Taylor approved the addition of Senator Krasner as a sponsor on Senate Bill 185.

No floor debate or votes on the merits of the bills occurred during these first-reading referrals; the actions recorded were introductions and referrals to committees for further consideration.
