Suzanne Quarter, a resident near the Portland Water Bureau filtration project, told the Board of County Commissioners she represents two neighborhood groups and is seeking county assistance to obtain remand records from a Land Use Board of Appeals proceeding. Quarter said the city has received remand information but neighborhood groups have not, and she complained that a public-records response demanded $2,371.11 for documents the groups expected to receive at no cost.
Quarter said the community has already lost two weeks of time while the city received information they did not and that she cannot determine whether construction activity is permitted during the remand. She reported seeing trucks and concrete work at the site despite a pause she expected. Quarter asked the county to provide the information without cost and to clarify what the permit/remand process allows contractors to do while the case is on remand.
Chair Vega Peterson and county staff indicated the county's land-use and records staff had been contacted and that Margie Bradway, director of the Department of Community Services (identified in the public comment), would follow up with the community groups after the meeting. Quarter asked for equal access to records and a clear schedule for the remand process.
