Votes at a glance: Yamhill council adopts calendar and priorities, approves support letter for small-cities grant bill

Several routine and policy items were formally approved by the Yamhill City Council during its March 12 meeting. The council made three notable approvals by motion and vote and approved the consent agenda.

Revised budget calendar: Council adopted a revised budget calendar that moves a budget overview/work session to April 8. The item was presented as an update to a previously adopted schedule and was approved by council motion.

Updated council priorities: Council formally adopted an edited list of council priorities and a finalized mission statement that had been discussed during a recent council retreat. The priorities highlighted by the council include economic development, water stability, financial sustainability, emergency management, public safety, communications, parks and livability.

Support for House Bill 3654: Council voted to authorize the city administrator to submit a letter of support on behalf of the council for House Bill 3654, a small-cities grant-match bill that would cap grant match requirements by population. Staff explained the bill’s intent and provided an example: in prior large projects the city faced a roughly 20% match requirement—for a $2.1 million project staff said the match requirement amounted to about $875,000—which many small jurisdictions cannot readily meet. The council approved the city administrator’s submission of the support letter.

Consent agenda: The council approved the consent agenda as amended; the agenda included routine items and previously discussed documents (minutes, financial statements and departmental routine approvals).

Votes and procedural notes: Each motion was moved, seconded and approved during the meeting. Where the record shows no recorded objection or abstention, council members voted to approve the motions. The council also scheduled follow-up actions in staff tasks and calendar items associated with the approved items above.
