Attorney Andy Metzel appeared for the petitioner with Elise Avani, executive director of the Burmese American Community Institute. Metzel said the rezoning is part of a multi-year effort (beginning in 2022) to assemble contiguous parcels for the international community center campus that will provide social services, education and human services for the Burmese and other ethnic communities in southwest Indianapolis.
Staff confirmed support for the request and said no remonstrators contacted the office. The petitioner asked for a minor change to a half‑right‑of‑way dedication (40 feet) for consistency with two parcels rezoned in 2022; staff indicated no objection to that change. The petition incorporates three written commitments in the staff report.
The hearing examiner recommended approval of 2025 ZON 011 subject to the three commitments and the amended 40‑foot right‑of‑way dedication; the recommendation will be forwarded to the Metropolitan Development Commission for decision at its April 2 meeting.
