The Toledo City Plan Commission voted unanimously to recommend approval of a zone change and a special use permit to allow a trauma‑informed psychiatric hospital at properties on Collingwood Boulevard.
Devonsai Williams, the applicant, described plans to open a trauma‑informed psychiatric hospital intended to serve non‑forensic patients and replace the former Rescue Crisis stabilization function. Williams said outpatient services will occupy the first and second floors and that inpatient services are planned for the third floor; the applicant stated an initial plan of 16 inpatient beds "to start out with" and described a Joint Commission review scheduled for July.
Staff characterized the zoning change (from RM-36 multi-dwelling to CO office commercial) and the special use application as consistent with the zoning code and adjacent uses; both staff recommendations included conditions (18 conditions for the special use). Commissioners asked about community outreach; Williams said the applicant will hold a community meeting March 20 at 6 p.m. at the Kent Branch Library. After questions about bed counts, square footage per patient and average length of stay, commissioners moved and approved both the zone change and the special use; the applicant was advised that final approvals and any conditions will be enforced at the council hearing scheduled for April 16.
The commission recorded unanimous votes to forward both cases to city council with approval recommendations.
