Commissioners emphasized the importance of defining a clear scope of work for consulting proposals, to ensure the firm collects airport‑specific data and stakeholder input (FBOs, tenants, pilots and local businesses) rather than proposing a generic, off‑the‑shelf analysis.
Staff also noted the large estimated cost of full West Side buildout discussed in prior materials, and commissioners said a third‑party study would add credibility to any recommendations to council and support grant applications for infrastructure work.
