BSCC reports Los Angeles juvenile facilities unsuitability and seeks extension for mobile probation vehicle grants

Aaron McGuire, executive director of the Board of State and Community Corrections (BSCC), told the subcommittee the BSCC inspects local juvenile detention facilities and has found multiple Los Angeles juvenile halls unsuitable for youth confinement.
McGuire said two facilities — Barry J. Nidorf/Central/Barry Jean Hubert juvenile hall references in testimony — were determined unsuitable after repeated inspections and that youth were transferred to Los Padrinos. He said the board issued an unsuitability notice in October 2024; the county filed administrative appeals and juvenile‑court petitions followed. The BSCC said it is not a party to the litigation but continues inspections and will present findings to the BSCC at its next meeting. McGuire said staffing improvements were underway but the legal status of Los Padrinos remains ‘unsuitable’ under the Welfare and Institutions Code until either the county or the courts take further actions.
McGuire also described BSCC administration of grants, including mobile probation service‑center funding. The BSCC requested an extension of expenditure authority for mobile service centers to allow counties to finish procurement and deployment; the program funds vehicles, equipment and telecommunications to provide probation services in the community for people who are unhoused or who face access barriers.
Committee members asked the BSCC for the unsuitability notices and updates on litigation and staffing; McGuire agreed to provide documents and continue reporting to the committee.
