Macomb County approves 50/50 cost share and contracts for 18 Mile Road bridge, funds bridge inspections and backs Anchor Bay safe-routes grant

Macomb County commissioners approved a construction contract and related agreements for bridge work on 18 Mile Road and authorized contracts for the county’s biennial bridge inventory, while also voting to support a Safe Routes to School application by Anchor Bay Schools.
County roads staff asked the committee to approve a contract with Z Contractors Inc. for rehabilitation of the 18 Mile Road bridge over Plumburg Drain and noted the project is a 50/50 local agency project with the city. The county’s share was described in committee as roughly half of $1,375,000 in total project cost.
County staff also presented a revised cost-share agreement amending an earlier estimate dated Jan. 24, 2025 because changes in the project total changed the allocation of design and construction costs; the updated city contribution was described in the material as $403,939 (revising a prior $1,171,000 number shown earlier in the file).
Separately, the department requested contracts to provide bridge inventory and management services through a biannual external inspection of about 240 county bridges. Staff said Great Lakes Engineering Group and Spicer Group were selected from an RFQ and estimated anticipated costs for bridge-management services of approximately $175,000.
Finally, staff introduced a resolution supporting Anchor Bay Schools’ application for Safe Routes to School funding. The county’s materials state the district is seeking $2,000,000 in grant funds and requested the county show departmental and county support for the application.
Commissioners asked technical questions about the scope of bridge inspections — whether they include core sampling or are visual and metric-based, and whether the bridge work would require full closures. County roads staff said the external inspections evaluate 35–40 metrics across bridge elements (deck, beams, abutments) on a biannual basis and that the 18 Mile Road work is rehabilitation, not full replacement, and will mostly be done under traffic control; only limited closures (for example for epoxy coatings) might be necessary.
The committee voted to recommend the items to the full board; the clerks recorded the motion carrying unanimously in committee.
