The Mendocino County Coastal Permit Administrator on March 13 approved Use Permit Modification 2024-0007, a modification of Coastal Development Use Permit U4-98, allowing three residential units and two commercial units on a parcel in the Town of Mendocino.
Staff planner Mark Klieser presented the project as a modification to a former minor use permit, describing the site as located in the coastal zone in the town of Mendocino, “addressed at 45010 on the north side and is approximately 200 feet east of the intersection of Ukiah and Ford Street.” Klieser said the parcel is zoned Mendocino Mixed Use and that proposed changes would convert one commercial unit to residential in Building A (the Warren Hegenmeier House) while Building C would shift to two commercial units. He told the administrator that the applicant has demonstrated parking availability of nine spaces where eight are required and that staff added a condition limiting nonresidential business hours to 7 a.m. to 6 p.m. Klieser said the project was found categorically exempt from CEQA under the existing facilities exemption (transcript reference given as section 15301).
Applicant and property owner Tom Coulson confirmed the change on the record, describing the swap of uses and saying the modification will allow his 92-year-old mother to move to a downstairs bedroom in one of the units. “We have 2 commercial and 3 residential now. We’re just switching 1 of the commercials to residential and 1 of the residentials to commercial,” Coulson said.
The Coastal Permit Administrator approved the project subject to the findings and conditions listed in the staff report. The administrator also explained the appeal opportunities: a 10-calendar-day appeal period to the Mendocino County Board of Supervisors and a subsequent 10-business-day appeal period to the California Coastal Commission; staff indicated that, accounting for those appeal windows, an effective permit could be expected in roughly 30 days and then used to apply for any required building permits.
Staff reported that the project was referred to responsible agencies and that no comments of concern were received. The file lists an assessor parcel number (119-234-12) and cites county code sections referenced in the staff report related to the Mendocino Mixed Use zoning intent and required findings.
