The City Council tabled consideration of a rezoning application for a 0.23-acre property at 27 Aviation Road after extended council discussion about setbacks, accessory structures and neighborhood character.
Peter Bryant, president of Capital City Properties, presented the proposal to rezone the parcel from R-4 (single-family) to an office-institutional or commercial/residential corridor zoning option and to add a modest accessory building and parking for a property-management office. Bryant said the building would serve Capital City Propertiesโ commercial property management team and described exterior materials and site improvements, including adding a 6-foot privacy fence and modest landscaping.
Neighbors and others urged caution. Larry Wills, a longtime resident, said conversions of older starter homes to commercial uses can conflict with city policy objectives to preserve residential character. Dul Barth, another neighbor, objected to a proposed 1.7-foot setback on one side and warned that future redevelopment of adjacent church-owned parking lots could be constrained if the new building sat close to the property line.
Councilmembers questioned whether keeping the parcel as R-4 with an added administrative use or pursuing CRC/OIT zoning with a narrower set of variances might be preferable. Staff and the applicant discussed options including revising the accessory structure location, increasing setbacks to match the existing 5-foot condition, and returning with a modified plan that preserves the existing setback or flips the accessory building to the opposite side of the lot.
After discussion the council voted to table the application to allow the applicant to revise the site plan and address setbacks identified by staff and council. The applicant agreed to evaluate moving the accessory structure away from the constrained side yard and to return with updated plans and staff review. No rezoning was adopted at the meeting; the matter will be returned for further consideration.
