The Pahrump Regional Planning Commission on March 12 granted a conditional use permit for wholesale storage and distribution of smoke-effect pyrotechnic devices at 860 South Margaret Street (CU 25-1).
Staff recommended approval after the applicant addressed prior timelines and provided justification for the business model. The commission's approval includes the standard site-development review and technical checks by planning, public works, building, and the local fire department.
Applicant Christian Paananen described the product as smoke emitters used in film, special effects and training exercises rather than explosive devices; he said items are small ("about the size of a Red Bull can") and are distributed wholesale to permitted users. Fire- and building-safety measures will be required during site plan review. Consultant Scott Burdette of Strategic Development Partners told the commission the site will receive a full fire-suppression design, including hydrants, sprinkler systems and alarms appropriate to the stored product.
The commission's motion approved CU 25-1 with conditions: updated site development plans, removal of on-site shipping containers within a set timeline, and fire-safety improvements to be reviewed and enforced at the technical-review stage. The applicant confirmed he had read and accepted the conditions.
Ending: The CUP approval allows the applicant to move forward to site-development review. Final building- and fire-safety approvals will be required before the facility may receive product shipments or commence distribution.
