• ARPA interest reallocation and ordinance amendment: Council approved a budget amendment reallocating ARPA interest dollars for sheriff's office upgrades (staff described the fiscal item as using accrued ARPA interest to purchase a pressure washer and electrical work for vehicle-wash needs). • NCClass participation and fund transfer: Council approved a resolution to participate in the North Carolina Cooperative Liquid Assets Securities System (NCClass) and then approved the transfer of funds in the amount of $8,596,079.43 plus daily interest earned prior to transfer into the NCClass account, per the staff request. Council voted unanimously on both motions.
• Consent agenda: Council approved the consent agenda as presented earlier in the meeting (procedural vote recorded as unanimous).
Why it matters: These actions move multiple planning, budgetary and treasury items forward. The rezoning changes the land-use designation for a 2.9-acre parcel adjacent to existing industrial zoning. The ARPA and investment actions adjust how the town manages idle funds and deploys ARPA interest to operational needs.
