The North Kingstown School Department building subcommittee reviewed a draft RFQ for architectural and engineering services for capital improvement projects on March 12 and asked staff to send the draft to legal counsel. Committee members stressed they need clarity on the scope of existing work done by the firm referred to in meeting discussion as Rouse and on how Rouse has been paid historically.
Staff said the existing contract with the firm covered work through stage 2 and that Perkins Eastman is the architect of record for the new middle school work specifically. Members asked whether the town would lose the benefit of Rouse’s historical knowledge if a different architect were selected for stages 3–5. Staff replied that, if a new firm is hired, the existing plans and files would be handed off to the new firm but added that change of firm could require review and possible changes, which could involve additional time and cost.
One committee member said they have had difficulty locating a signed long‑form contract for Rouse covering the multi‑year work and requested a clearer accounting of where architectural fees have been budgeted and how payments were processed; staff said some of Rouse’s fees were included as soft costs in project estimates and that prior expenditures were handled through bond allocations and, in some instances, through fund balance requests.
The committee voted by voice to forward the RFQ to legal counsel and to provide comments to the superintendent within 72 hours. Members emphasized the RFQ will be qualifications‑based; following the qualifications ranking, the town may negotiate fees with the top-ranked firm and, if needed, move to the runner‑up. The committee asked that the RFQ include a clause asking architects to price services within industry‑recommended fee ranges in the stage 2 application so soft‑cost allocations are not exceeded.
Staff said proposal documents (including the stage 2 materials and the Rouse proposal) will be made available to committee members for review. The committee set a target posting and evaluation calendar to align with the school committee and town council meeting dates discussed earlier in the meeting.
