Town of Hempstead board adopts multiple parking local laws and rezones Oceanside parcel

The Town of Hempstead Town Board on March 11 closed public hearings and adopted a series of local laws and resolutions addressing parking restrictions, handicap parking locations, arterial stop changes and a rezoning in Oceanside. All items on the administrative calendar, items 7 through 39, were adopted at the meeting.
The actions were presented as routine public hearings with no members of the public signed in to speak on those items. For each hearing the motion on the floor was "that the public hearing be closed and the board adopt the item," and the board voted in the affirmative.
The adopted measures include a proposed local law "regarding regulations and restrictions to limit parking in Lawrence, North Lawrence, and Seaford;" a proposed local law "regarding parking or standing prohibitions in Baldwin, Elmont, and Oceanside;" changes to "arterial stops in Bellmore and West Hempstead;" and adopted handicap parking locations on public streets in Elmont, Floral Park, Merrick, Seaford, Uniondale, Wantagh and near Westbury.
The board also adopted a resolution described at the meeting as "a determination of nonsignificance" in connection with an application for a change of zone under the Building Zone Ordinance of the Town of Hempstead, and separately approved the petition of Fieldstone at Oceanside LLC to rezone a parcel located at 2860 Brower Avenue in Oceanside from a Residence B district to a Residence C district. Town Attorney (responding during public comment) described administrative-calendar personnel language as permitting transfers between departments and routine personnel actions; a resident asked whether any standing positions would be eliminated under item 35 and was told the resolution itself did not specify eliminated positions.
