Committee members revisited a standing objective from the prior comprehensive plan that new subdivisions should provide driveway access to an adjacent local street for each new lot, rather than allowing every lot to place a driveway directly onto major thoroughfares.
Members said the city should adopt clear subdivision-ordinance language and engineering design standards requiring dedication or construction of local streets (cul-de-sacs, internal streets) so new lots do not create multiple direct access points on Farm Roads or other arterials. One committee member described past approvals where small-lot driveways were permitted onto busy roads and said stronger standards would reduce future safety and access problems.
Staff confirmed the thoroughfare plan defines local streets and that subdivision regulation revisions and engineering standards can require local-street frontage for new lots. The committee asked staff to ensure the plan’s recommended language is consistent with TxDOT access rules and the city’s engineering standards and to propose specific code text where practicable.
No formal ordinance change was adopted at the meeting; the direction was for staff to draft ordinance amendments and bring them back for committee review.
