The measures included an amendment to the county's affordable dwelling/ADU program, a development agreement for attainable housing at the former Ashburn North Park and Ride, updates to housing agency plans, federal Community Development Block Grant allocations, conveyance of multiple easements in Claude Moore Park, a zoning concept plan amendment for the Commonwealth Center and a minor special exception to increase home-care capacity for a household daycare.
The board voted on each item in sequence. The votes recorded on the public hearing record were:
- Item 1, amendment to Chapter 1450 (Affordable Dwelling Units): approved 7-0-2. - Item 2, development agreement for the former Ashburn North Park and Ride (consideration only): approved 7-0-2. - Item 3, adoption of updated Housing Choice Voucher administrative plan and related public housing agency plans: approved 7-0-2. - Item 4, amendment to the annual action plan for Community Development Block Grant allocations: approved 7-0-2. - Item 5, conveyance of multiple easements within Claude Moore Park (Sterling): approved 8-0-2. - Item 6, Commonwealth Center zoning concept plan amendments (Broad Run District): approved 7-0-2. - Item 7, minor special exception to allow an increase in a home-based childcare program from nine to 12 children: approved 7-0-2.
Taken together, the consolidated items were routine approvals, the chair said, because staff and applicants had resolved outstanding issues and affected parties had waived presentation time. Several supervisors asked follow-up questions on individual items before the votes, notably Item 4, where Supervisor Brixman said she would speak offline with staff to understand why nearly $1 million earmarked for affordable housing had not been spent.
The board's quick handling of these items preserved time on the agenda for two lengthy public-hearing items later in the evening.
