Planning Commission approves off‑sale wine permit for 4141 South Nigala Street, Unit 103C

The West Covina Planning Commission voted 4-0 to approve an administrative use permit allowing wine sales for off‑premises consumption at 4141 South Nigala Street, Unit 103C.

Planning intern Melina Ramirez told the commission the application is for administrative permit number 20Four-forty4 and that notices for the item were sent on Jan. 16; a public hearing request was received Jan. 20. Ramirez said the tenant space is identified in the staff materials and the shaded areas on the plan show where alcohol will be displayed. Ramirez said each rack is approximately 2.5 square feet, the rear storage space is 119 square feet and will not be accessible to the public, the business will operate with one employee at all times, and wine sales will be restricted to Wednesday through Sunday from 11 a.m. to 6 p.m. Ramirez told the commission the subject site is in census tract 4081.41, which allows three off‑sale licenses and currently has none issued; planning staff recommended adopting resolution number 20Five-six166 to approve the permit.

At the public hearing the applicant declined to add further comments beyond the staff presentation. There were no public speakers in favor or opposed. Commissioner Lewis moved to adopt the resolution approving the administrative use permit; Chair Heng seconded. Roll call votes were recorded as aye from Vice Chair Becerra, Commissioner Castellanos, Commissioner Lewis and Chair Heng. Chair Heng announced the motion passed, 4-0. Ramirez advised the decision will be final unless a written appeal is filed with the city council within 10 days.
