Planning Commission approves permanent-makeup studio at 315 East Sixth Street

The Beaumont Planning Commission on March 12 unanimously approved a conditional use permit for a permanent-makeup studio, Beauty in the Brow, proposed at 315 East Sixth Street.

Katie Jensen, planning staff, said the application was submitted Feb. 4, 2025, and staff published the required notice and notified property owners within 300 feet; staff had received no public comments. Jensen said the municipal code allows tattooing subject to a conditional use permit and that the project is exempt from CEQA as a Class 1 existing facilities categorical exemption.

Jensen said the permanent makeup services would be administered by owner Alondra Brantley, who currently employs one aesthetician. The Riverside County Department of Public Health required a hand-washing sink that supplies hot and cold water in the permanent-makeup room; Jensen reported the applicant had obtained a county health permit and a commercial plumbing permit from the city building department for the sink.

Applicant Alondra Brantley told the commission she has performed permanent makeup for more than five years and said she grew up in Beaumont: "I've been doing permanent makeup for over 5 years now. And I'm really happy to be able to open my own spot. I grew up in Beaumont, been here since 1991, so it's really nice being able to also open a business where I grew up."

With no public speakers, the commission voted to approve CUP (listed in staff materials as CUP 20 25-0010) subject to the conditions in the staff report. Commissioners Copeland, Cueva, Koblen and Vice Chair Smith voted yes.

Why it matters: the commissions decision allows a new small business to operate a regulated cosmetic tattooing service in downtown Beaumont after meeting health and building-permit requirements.

The commission wished the applicant well and closed the hearing after the vote.
