Planning Commission approves La Martinas request to add liquor sales

The Beaumont Planning Commission on March 12 approved a conditional use permit allowing La Martina, at 410 East Sixth Street, to expand its alcohol service to a California Department of Alcoholic Beverage Control (ABC) type 47 on-sale general eating place license, which adds distilled spirits to its existing beer-and-wine license.
Katie Jensen, planning staff, told commissioners the application was submitted on Jan. 13, 2025, and that staff had published the required notice and notified property owners within 300 feet; staff reported no public comments had been received. Jensen said the municipal code allows alcohol sales with a conditional use permit and that the project is exempt from CEQA as a Class 1 (existing facilities) categorical exemption.
The site is zoned downtown mixed use and lies within Census Tract 440, which staff said allows one on-sale license by the population-ratio standard; Jensen noted there are currently 13 on-sale licenses in the tract, including La Martinas existing type 41 (beer and wine). ABC-recommended separation requirementsincluding a 600-foot buffer from sensitive uses and a 100-foot consideration from residenceswere addressed in the staff report, which concluded the required conditional use permit findings could be met.
With no public speakers, the commission voted to approve the conditional use permit and the related public convenience and necessity finding. Commissioners recorded unanimous support: Commissioner Copeland, Commissioner Cueva, Commissioner Koblen and Vice Chair Smith voted yes. The commission directed staff to prepare a notice of exemption to file with the Riverside County Clerk-Recorder as a condition of approval.
Why it matters: approval allows the downtown restaurant to offer distilled spirits in addition to beer and wine, and it increases the count of on-sale licenses within the census tract; the commissions findings and ABC distance guidance were central to staffs recommendation.
The file for this matter will be updated with the adopted conditions and the notice of exemption when it is filed with the county clerk.
