City attorney reports direction on appeal after closed session; no final reportable action

When the council reconvened, the city attorney reported the council “did provide direction to the city attorney's office to prepare the necessary decision on that appeal of the Veil Service Commission,” and that the council “received a briefing” on the existing litigation matter. The city attorney said “there was no action taken that is required to be reported at this time” and that “direction was provided on a portion of this matter, but no final action was taken that is required under the Brown Act to be reported.”
The city attorney’s statement was offered as the official closed-session report to the council. No vote or final disposition of litigation was reported to the public during the meeting.
The council then continued with its regular agenda.
