Palo Alto planning commission standardizes public‑comment rules: 5 minutes reducible to 2

The Palo Alto Planning and Transportation Commission voted unanimously on March 12, 2025 to update its meeting procedures for public comment, standardizing speaker times and clarifying how group presentations are handled.

Under the adopted change, individual public commenters will be allotted up to five minutes each; the presiding officer may reduce that time to two minutes when necessary to manage the meeting. Groups of five or more people may designate a spokesperson and will be allotted up to 15 minutes, reducible to 10 minutes at the chair’s discretion. The commission also adopted a rule that requests to speak must be received within five minutes after the applicant’s presentation for an agenda item.

Why it matters: Commission members and staff said the changes were intended to remove inconsistencies between the PTC agenda cover sheet and the commission’s procedural rules and to make timing consistent and more predictable for members of the public who attend and prepare presentations.

Discussion and vote Commissioners discussed several variants, including a shorter overall allotment used by other City boards and commissions, but agreed on the longer times to give complex applicants and organized groups adequate time to present technical material. Vice Chair Aiken said making the rules consistent across Palo Alto’s boards and commissions would help the public. Commissioner Suma asked that the five‑minute window to sign up after an applicant’s presentation be added to the formal rules so it is enforceable and clear to participants.

The motion passed without dissent. Staff said the revised language will be posted on future agendas and included in the PTC procedural rules available to the public.
