Committee advances House Bill 87 to ease occupational licensing barriers for people with criminal records

Callaway told the committee that roughly 20% of Kentucky’s workforce is in licensed occupations and that an estimated one-third of unemployed people are disqualified from work because of felony convictions; she described House Bill 87 as a ‘‘second chance’’ measure to reduce licensing barriers for people with criminal records and expand employment opportunities.
Committee members voiced support for easing re-entry barriers; Senator Berg referenced training and workforce participation examples and said the bill aligns with efforts to expand opportunities. The committee voted to report the bill with favorable recommendation and the measure was forwarded to the full Senate.
