Willows council backs Purple Heart signage campaign and to coordinate with Caltrans District 3

City staff and a VFW representative presented a proposal to install Purple Heart signs at Willows’ highway entrances and requested city support for Caltrans permitting.
The presenter said the city proclaimed itself a Purple Heart City in July 2024 alongside VFW Post 1770 and that Glenn County has since made a similar designation. The next step, the presenter said, is installation of signage at the city’s east and west approaches on state Route 162 and coordination with the county for north/south entrances.
The VFW (representative identified as Carol in the meeting) will lead work with Caltrans District 3 on permitting and design. City staff said they would assist with communications and the Caltrans permit process, which staff described as “cumbersome.” Council members suggested selecting visible, uncluttered locations for signs so they would be noticeable to motorists and discussed working with the city’s enforcement and public‑works staff on site selection. One council member asked staff to coordinate with Caltrans’ ongoing corridor study for the Route 162 corridor.
Council members expressed unanimous support for moving the project forward and thanked veterans organizations for leading the effort. Staff and council agreed to continue design review with the VFW and county before submitting formal permit requests to Caltrans.
