Red Hook appoints two joint dog-control officers with Rhinebeck, offers $6,000 stipends

The Town Board amended and adopted Resolution No. 24 on March 11 to appoint two joint dog-control officers to serve both the Town of Red Hook and the Village of Rhinebeck, and to provide stipends for the positions.
The board said the county SPCA had terminated countywide municipal animal-control services last year, leaving many towns to arrange alternate coverage. The town and Rhinebeck previously established an intermunicipal agreement (IMA) for kennel use. At the meeting the board named Leslie Hill and Patricia Wind as the joint dog-control officers and approved stipends of $6,000 per person annually. The supervisor said the appointments will cover dogs only under New York State Agriculture and Markets law (municipalities that issue dog licenses must provide dog-control services).
Board discussion noted the new model narrows the duties to dogs (not wildlife or feral cat issues), that the state Agriculture & Markets staff will provide orientation and paperwork training, and that the town anticipates better coverage for dog calls compared with the prior SPCA arrangement. The board amended the draft resolution to list the two appointees in parallel paragraphs, moved the amended resolution and approved it by voice vote.
