The proposed law states that at the annual organizational meeting or as needed the board "by resolution shall establish the standing committees of the board and shall prescribe the functions and duties thereof and may condition discontinue or abolish any standing committee." The draft includes standard home‑rule boilerplate language requiring a public hearing and noting that if one section is held invalid the remainder remains effective.
Trustees discussed timing for forming committees and indicated the initial organizational meeting may postpone committee appointments to allow time for clarifying missions and authority for each committee. The board said it intends to provide committee mission statements in subsequent resolutions when appointing members.
The resolution to introduce the local law passed on a voice vote; the board will hold the required public hearing on March 27 and return to consider final adoption after that hearing.
