Council introduces draft CDBG annual action plan, proposes Whitewater pavement reconstruction

Elizabeth Medina of the Engineering Department told council that the U.S. Department of Housing and Urban Development (HUD) had not yet released final funding for 2025-26 but staff anticipated an allocation similar to last year, "around $530,000." She said HUD limits program administration to 20% of the award and public services to 15%, while public improvements have no cap. Staff proposed $106,000 for administration (including consultant and fair-housing services) and to allocate the remainder to public improvements, specifically the Whitewater neighborhood pavement reconstruction project.
Why it matters: Using CDBG public-improvement funds on pavement reconstruction targets infrastructure in a low-to-moderate income area, and the project addresses road segments staff identified with an average Pavement Condition Index near 42 ("poor"). The draft plan initiates the federally required public comment period before the council considers final approval.
Key details: Staff said the proposed FY25-26 public-improvement allocation would finish pavement reconstruction in the Whitewater area bounded by 30th Avenue, Cathedral Canyon Drive, Dinah Shore Drive and Shifting Sands Trail. Proposed road segments for FY25-26 include Ortega Road (Shifting Sands Trail to Cathedral Canyon Drive) and Navajo and Pueblo Trail (30th Avenue to Dinah Shore). Construction had already begun earlier in the Whitewater area for work funded in FY24-25, and design is under way for a class-2 bike route on Whispering Palms Trail with construction anticipated in FY25-26.
Council action: Council Member Carnivale moved to approve staff's recommendation to introduce the draft annual action plan and open the 30-day public comment period; Council Member Gutierrez seconded. The motion carried on a unanimous vote recorded on the dais.
Next steps: Staff said the draft plan will be posted on the city website and open for public comment from March 13 through April 15, with a second public hearing and anticipated council action scheduled for April 23.
