The Indio City Planning Commission on March 12 received and forwarded the city’s General Plan Annual Report for 2024, which summarizes progress across plan elements and calls out an annexation study east of Dillon Road under way with consultant Dudek.
A staff presenter described the report as “a snapshot of 2024” that covers elements beyond housing, including environmental review, an annexation opportunities and constraints study, downtown stormwater construction and climate‑related topics. The staff member said Appendix A of the report summarizes the status of general plan programs, and that the annual report is intended to show which policies and projects are on track and which need attention.
Staff explained the annexation study area is roughly 3,324 acres east of Dillon Road and lies within the city’s sphere of influence; the consultant Dudek is preparing a phase‑1 opportunities and constraints study and staff expects a joint study session with the planning commission and City Council to review potential LAFCO annexation next steps. Staff said the area is being considered primarily for light industrial jobs rather than housing.
Commissioners asked for more regular updates on capital improvement projects and asked staff to present highlights of projects under construction, particularly downtown improvements. Staff said they can bring engineering and economic development staff back for an overview of capital projects and noted many individual projects exist, so staff would focus on highlights.
Action: The commission voted to approve and forward the General Plan Annual Report. Roll call votes recorded: Commissioner Santos — yes; Commissioner Ortiz — yes; Vice Chairperson Rodriguez Seja — yes. Commissioners Franz and Chair Delgado were absent. The motion carried.
Commissioners also suggested a study session to assemble a list of planning priorities and potential consultant scopes to present to City Council during upcoming budget discussions.
