Staff planner Amelia Haynes summarized the proposal and said the site lies in the rural‑urban transition district within Meridian’s area of city impact. The plat shows a private road serving four five‑plus‑acre lots; an existing Northwest pipeline easement is noted on the plat. Agency comments included a Central District Health requirement for a land‑development application and test holes for septic design; Boise Project Board of Control and Boise Kuna Irrigation District confirmed irrigation water rights; ACHD required closure and landscaping at an additional driveway and a 30‑foot no‑build strip on the southern boundary to accommodate a planned future roadway; the county engineer requested plat revisions to show borrow ditches, street signs and private‑road construction details.
One adjacent neighbor had raised concerns about previously built berms on the property and whether the developer would remediate them; staff advised that berm maintenance and landscaping are typically the responsibility of the developer and that the county could address noxious‑weed nuisances via code enforcement if they become a public nuisance. Staff recommended approval; the applicant’s representative, land‑use attorney Todd Lakey of Lakey Villegas Law for EPIC Development, said the project is consistent with surrounding five‑acre lots and that the developer will improve berms as needed.
With no public opposition in the hearing record, a motion to approve the preliminary plat, subject to the conditions enumerated in the staff report, was made and carried by voice vote.
